dc.description This research investigates how state procedures, influenced by heteronormative biases, systematically exclude transgender individuals. It examines how bureaucratic practices focused on documentation create barriers that prevent transgender people from fully participating in aspects of citizenship. These procedures often fail to accommodate the diverse gender identities of transgender individuals, reinforcing exclusionary practices. The study delves into the legal landscape of transgender rights, emphasizing pivotal court rulings and legislative frameworks that significantly shape the lives of transgender individuals. It specifically explores the plight of hijras in Assam, whose identities are frequently fractured due to challenges in obtaining valid documentation that reflects their gender identity accurately. en_US
